Because of his alt mode's color, Blue's neck, chest, the bottom of his arms and hands, stomach, codpiece, and the bottom of his feet and the back of his legs are blue, while the rest of him is navy, giving him a calm, elegant look.
His robot mode itself is an average-built mech, though admittedly he's a little on the short side, but that never stopped him from getting the job done. With a heart-shaped face, innocent and decieving, Blue easily lures his victims into dark places, his autobot-blue optics reassuring that no harm will come to the poor, unsuspecting Elites-- right up until they have a blade sticking out of their chest.
But, of course, you don't hear them complaining, do you? Because Blue certainly doesn't. Bwafafa. And what of his personality, you ask? Well, he's a mech out for revenge, through-and-through, though he only kills Elites, but that's a story for later. Let's go deeper into Blue's personality, shall we?
Some see Blue as 'creepy' and 'weird' because of the way he speaks. You see, whatever comes out of Blue's mouth is unpredictable and odd, which can unnerve some people, but it's a habit, and habits die hard.
Really hard. ;D
And because of the fact that Blue use to be an artist, he is very fussy about his plans. He makes note of his surroundings, his condition, and those near him, then he decides if he's capable of successful action. If not, he'll figure out why he can't do this, or do that, and get whatever he needs to accomplish whatever goal he currently has, and his goals are quite literally every action he's going to make.
But anyway~ Once Blue has what he needs, he'll plan, and it'll be a cold day in the pit before I say "Blue can't plan worth slag", because Blue can most certainly plan, yesss. He's not brilliant or smart, but he's definitely a clever glitch and flawless actor to boot. It came with the art fetish. Y'know what they say about artists... "Artists are such good liars, they bullshit their art and most people don't know it."
Now, I'm not saying Blue is a compulsive liar, but when the time comes for lying, Blue has a way of making everything that comes out of his mouth sound realistic, and he can back it up with (sometimes nonexistent) proof. However, Blue's realism only goes as far as you're willing to believe. If you pay attention enough, you can catch Blue make a 'whoopsie' with a lie, though he'll try to cover it up with another lie...
Well, let's just say Karma likes biting Blue in the aft. A lot.
Past:
Everyone has to begin somewhere, because you don't just start out as who you're going to be for the rest of your days. Life gives you an endless number of paths-- choices you can make that change you and those around you. Unfortunately, the Elites made the wrong choice, and because of that little mistake... the serial killer know as 'Blue' was created, but like I said, everyone has to begin somewhere. Blue didn't just appear out of thin air and decide "Hey, I want to be a serial killer". Instead, something happened-- something that made him who he is today. Because of one mech's choice, the fates of every Elite has changed. Because of one mech's choice, death has claimed many. Because of one. Mech's. Choice... the name 'Urik' has once again been forgotten.
After the first war: A femme artist sparks a small mech. She names him after her friend who is MIA (missing in action). She believes her friend to be dead, but she will not forget him-- not as long as her sparkling has the name 'Urik'.
Once the sparkling's innocent, blue optics flicker on for the first time, the femme knows she's picked the right name and kisses the new cybertronian on his nose.
Half a stellarcycle later: The femme is proud of her sparkling. He is already learning how to carve metal into art, though she can't help but wonder where his fussy nature came from... Amused at her own thoughts, she kisses Urik's scrunched up nose.
Half a stellarcycle later: The femme celebrates Urik's sparking. Urik happily gives her a gift in return: speaking.
"Creayy... tarr?".
The femme couldn't be prouder and kisses Urik on the nose.
Two stellarcycles later: The femme has gone broke, and is too low class to get a real job. Urik begins trying to sell his art. The femme is surprised when Urik comes home, grinning and with a box of energon.
Happily, she kisses him on the nose.
Five stellarcycles later: Urik and the femme are making more than enough energon to support themselves, and the femme decides that she wants Urik to meet someone.
Urik is not pleased when it turns out 'someone' is a mech.
A few seconds later: The mech runs out of the femme's home with a frightened look on his faceplates.
Urik is pleased, but receives no kiss on the nose from the femme.
Ten stellarcycles later: Urik has been scaring away the femme's 'someones' for the past stellarcycles. However, one day the femme brings an Elite home.
Urik is not pleased that he cannot scare the Elite away.
A few days later: Urik tries scaring away the Elite again. He does not succeed, and the femme kisses Urik on the nose, once again amused.
Urik is pleased.
One stellarcycle later: The Elite is visiting more often, much to Urik's chagrin. He's asking the femme odd questions, though...
Urik can't help but wonder what a 'decepticon' is.
Twenty stellarcycles later: Urik moves out, much to the femme's chagrin. She asks why he is leaving.
Urik kisses her nose in response.
Two-hundred stellarcycles later: Urik has been living on his own for a while. He talks to no one, and sells his art in allies, hoping not to be seen by anyone too much.
He misses the femme's kisses.
One-hundred stellarcycles later: Urik is angry. The femme's Elite has accused her of being a decepticon. No one will listen to her, a low class, over an Elite.
No one will listen to Urik, either.
One-hundred-and-twenty stellarcycles later: The femme has been in prison, but now the Elites decide to sentence her to death. No one will listen to either Urik or the femme, so Urik visits the prison, hoping to see the femme one last time. He pleads to the guards not to execute the femme.
The guards can do nothing but only listen to the small mech's sobbing, bowing their heads so Urik cannot see their faces.
A day later: Urik visits the prison again, hoping to see the femme. He gets to see her executed.
But not before the femme kisses him on the nose.
Ten days later: After the femme is executed, Urik can't help but remember how blue the chamber was-- the one that helped execute the femme.
Urik decides to buy a bucket of blue paint as a present for the femme's Elite...
A few hours later: The femme's Elite is dead, though Urik can't help but feel more betrayed. The femme's Elite was not enough.
Urik paints his lips blue, gives the femme's Elite's empty shell a kiss, then visits the femme's elite's elite friends.
Four days later: Urik flees from Cybertron once the Elites start searching for him, the news blaring warnings to the citizens about a serial killer being on the loose.
Urik is pleased.
Twenty stellarcycles later: Urik stumbles upon a planet called 'Earth' and decides to hide there, scanning a random vehicle to blend in.
Urik does not expect to be caught by an 'Optimus Magnus' while scanning.
Twenty-one stellarcycles later: Urik has been placed in a high security prison, and is waiting for a death sentence. It never comes, though, because the guards whisper to him 'You deserve to rust'.
'Urik' is forgotten as Blue smiles in response to the guards, because he knows Creator would have given him a kiss on his nose if she was here.
And she would have been proud.

A typical tanned male human with an average build, though he is somewhat on the short side. However, despite the normal...ness... of his body, he has blue, messy hair, and his blue-lipstick covered lips that really make some heads turn. His clothes are normal enough: blue tee-shirt, black jeans, and sky-blue nikes with sea-green shoelaces. All in all, it's obvious the guy has a fetish for blue...
Wrist Blades: Blue has built retractable blades into his wrists, which he uses for ripping others to shreds. The blades are not made of energon, but they make up for that loss by having serrated edges, and a slightly curved tip, which really do can leave some nasty tears in a bot. Typically, though, Blue only uses these for his enemies, but for his victims...
Daggers: Blue uses these on Elites (aka, victims). The daggers are of average length, and are straight, leaving neat stab wounds, unlike Blue's wrist blades. These are also not made of energon, which makes it safe for Blue to keep in his subspace pockets.
Blue always carries a cylinder of blue paint with him. ALWAYS. He keeps it in a subspace pocket, and when he's killed an Elite, he'll paint his lips blue and leave a blue paint kiss on his victim's cheek or forehead.
